GENERAL REGULATIONS
of the International Police Film Festival "Work, Brothers!"
1. GENERAL PROVISIONS
1.1. The International Police Film Festival "Work, Brothers!" (hereinafter referred to as 'the Festival') is established and organized by the All-Russian Public Organization "The All-Russian Police Association (IPA Russian Section)" in accordance with the aims and objectives defined by the Association's Charter.
1.2. The Festival is held to expand cultural exchange and mutual understanding between peoples of different countries. The Festival aims to support creators of films and other video content that consolidate society in the fight against crime and terrorism by telling stories of heroic individuals—law enforcement officers, military personnel, as well as concerned citizens and civilian professionals—who have dedicated themselves to this cause.
1.3. The main objectives of the Festival are: to expand cultural exchange and mutual understanding between peoples of different countries; to broaden cooperation between filmmakers, television journalists, and law enforcement personnel; to strengthen a positive public image of uniformed professionals through cinema and television; and to promote the heroic deeds of our contemporaries dedicated to fighting crime and terrorism.
2. Organizers and Participants
2.1. The direct organizer of the Festival is the All-Russian Public Organization "The All-Russian Police Association (IPA Russian Section)". The location of the Festival's organizer is Moscow.
2.2. Participants of the Festival may include any interested parties who have passed the selection process, having previously submitted an application in accordance with the Festival's Competition Regulations and entered content on law enforcement themes into the competition.
2.3. Participation in the Festival is possible only upon the participants' agreement to, compliance with, and fulfillment of the provisions of these General Regulations and the Competition Regulations of the International Police Film Festival "Work, Brothers!".
2.4. To provide general management for the preparation and execution of the event, ensure the selection of competition entries, and resolve ongoing organizational matters, a Festival Organizing Committee shall be established, consisting of at least four members.
3. AIMS AND OBJECTIVES OF THE FESTIVAL
3.1. The Festival is held in accordance with the aims established by the Charter of the All-Russian Public Organization "The All-Russian Police Association (IPA Russian Section)," including:
- improving relations between law enforcement agencies and the public;
- developing cultural ties among members of the International Police Association.
3.2. The Festival is held in accordance with the objectives defined by the Charter of the All-Russian Public Organization "The All-Russian Police Association (IPA Russian Section)," including:
- creating a new cultural space for the exchange of experience among specialists in the production of cinema and other video content on law enforcement and anti-terrorism themes;
- enhancing the authority of law enforcement agencies among the public;
- developing social and cultural activities;
- promoting films and other law enforcement-themed video content from Russia and friendly nations;
- fostering personal contacts between members of the International Police Association through the exchange of delegations and individuals;
- strengthening friendship and mutual understanding among law enforcement officers worldwide.
4. FESTIVAL CATEGORIES
4.1. Best Russian Documentary Film on a Law Enforcement Theme.
4.2. Best Foreign Documentary Film on a Law Enforcement Theme.
4.3. Best Russian Amateur Documentary Film.
4.4. "Courage and Heroism!" (Best documentary film about law enforcement officers who have performed a heroic act or participated in conflict zones).
4.5. Best Social Video on Crime and Cybercrime Prevention.
4.6. Best Patriotic Music Video.
Special Awards (awarded by the decision of the jury, the audience, or festival partners):
- Special Jury Prize
- Audience Choice Award
- Prize from Festival Partners
5. FESTIVAL PROCEDURE AND FUNDING
5.1. The procedure for holding the Festival is defined by the Festival's Competition Regulations.
5.2. The sources of funding for the Festival include: grant funds from the Presidential Fund for Cultural Initiatives (PFCI), and funds from sponsors and partners of the Festival.
6. FESTIVAL JURY
6.1. A Festival Jury is established for the final evaluation of the competition films and other video content submitted for participation in the Festival.
6.2. The Jury may include Russian and foreign directors, actors, film critics, representatives of federal media, documentary filmmakers, public figures, and other individuals in accordance with the Festival's Competition Regulations.
6.3. By decision of the Festival's Organizing Committee, the Jury may include members of the association, as well as active-duty law enforcement officers and representatives of veteran organizations.
6.4. The Jury shall appoint a Chairperson from among its members.
7. AWARDING OF FESTIVAL PARTICIPANTS
7.1. All finalists of the Festival will be awarded participant diplomas.
7.2. The winners in each category will be awarded diplomas and commemorative prizes.
7.3. By the decision of the Jury, the festival press, partners, the audience, or the organizers, a nominee may be presented with special diplomas and special awards of the festival.
